Letter from Joseph Roughan, Green Hill, Ennis, County Clare, to Henry Goulburn, Chief Secretary, Dublin Castle, concerning the distress of 3 fishermen who live on Roughan's land on the Malbay coast, County Clare. Refers to his previous application to James Patterson of the Irish Fishery Board, requesting capital to assist the 3 men, 23 December 1822. Also letter from Henry Townsend, Irish Fishery Office, Dublin, secretary to the commissioners fisheries, to Thomas Taylor, clerk, Chief Secretary's Office, Dublin Castle, responding, as requested, to Roughan's letter. Townsend adds a private aside at the end of his letter, commenting that, 'Entre nous, my Dear Sir, Landlords have been very clamorous in calling on the Board of fisheries for relief for their Tenantry residing on the Western Coasts of Ireland, but I have not found them by any means disposed to contribute to such relief, by any grant or donation from their own private resources', 2 January 1823.

Letter from Henry Townsend, Irish Fishery Office, Dublin, secretary to the commissioners of fisheries, to Henry Goulburn, Chief Secretary, Dublin Castle, reporting, as requested, the opinion of the commissioners on the claims of John Hope of Waterpark [Hope's original letter not present]. Includes extracts of report of Alexander Nimmo, engineer to the board of fisheries, dated 3 December 1822, stating that Hope's claim for remuneration, for loss of seaweed, because of the construction of a pier, 'must be imaginary'. Nimmo also challenges Hope's claim of property rights noting that, 'unless specifically granted, all land below high water mark is the property of the Crown'.

Letter from Henry Townsend, Irish Fishery Office, Dublin, secretary to the commissioners of Irish fisheries, to Alexander Mangin, chief clerk in civil department, Chief Secretary's Office, Dublin Castle, concerning the appointment of individuals as inspectors of fisheries, and explaining his opposition to the appointment of unqualified candidates, who have been recommended to government by a patron. Refers specifically to the case of George King, 3rd earl of Kingston, and noting, 'I cannot comprehend how….Lord Kingston can claim a right of interference on the ground of any political understanding between him and the government respecting the patronage of the County of Sligo'. Warns that, as the post of an inspector is a powerful one, any 'collusion between him and the tenantry of his Patron residing on the sea coast, may cause frauds on the Publick [sic] money…'.

File of papers concerning request of Edwin Thrackston, St. Mary's, Isles of Scilly, to be employed in the improvement of the Irish fisheries. Includes letter from William Le Poer Trench, custom house Dublin, secretary to the commissioners of customs, to William Gregory, Under Secretary, Dublin Castle, 24 February 1823, enclosing 2 letters from Thrackston, to Trench, concerning Thrackston's work in establishing a successful fishery on the Scilly Isles, and expressing his wish to be employed in a similar way on the Irish coast, 6 December 1822; 23 January 1823. Also encloses Thrackston's statement 'On the advantages to be derived to the Country, and the poor Inhabitants of the Scilly Islands, by increasing the fishing Establishment, now carrying on, on a small scale, at the Island of Tresco, Scilly, by Edwin Thrackston, agent to an association of Noblemen and Gentlemen, established in London for the relief of the off Islands of Scilly [sic]'; this statement is arranged as a serious of questions and answers concerning work to improve and enlarge the Scilly fishery, the sums of money expended, numbers of locals employed, quantities of different types of fish caught, and revenue generated [1822]. Trench also encloses a letter of reply received from Henry Townsend, Irish fishery office, Dublin, secretary to the commissioners of Irish fisheries, concerning Thrackston's wish for employment, and referring him to the Irish government, 13 February 1823. File also includes letter from Townsend to Gregory, reporting, as requested, the opinion of the board of fisheries relative to Thrackston's papers, and recommending that the government, 'could not appoint a more proper person to an Inspectorship in the Irish Fisheries…', 13 March 1823.
