Encloses several testimonials in support of his application, vouching for his character and conduct, including William Thompson, Church of Ireland Archdeacon of Cork; and Lord Bantry, 14 April 1801- 18 August 1819.

Petition of Reverend Daniel McCarthy, Evergreen street, Cork, County Cork, to Earl Talbot, Lord Lieutenant, Dublin Castle, requesting measure of government relief; encloses copy certificates of character from Stephen Dorman, in support of McCarthy, an ex-Roman Catholic priest who transferred to the established church, whom he describes as ‘an Intrepid Loyalist, Zealously resolute in putting down White Boys, Croppies and insurgents of every Denomination…his Deportment at the time of the French in Bantry Bay (near which he then lived) did him Credit. He Patroled [sic] and watched with the yeomen Day and Night and stood at his Post when many other Gentlemen of his avocation took to their heels’; also includes copy certificates of character from Charles Smyth, Mountiford Westropp, and Edward Hudson; also includes letter of support from William Thompson and original testimonials from ‘Dumas’ and ‘Travers’.

Also reporting that seditious notices are frequently posted in the neighbourhood, and requesting to be appointed a magistrate for County Limerick, 8 December 1821. Encloses copy of information of Robert Turner, of Caherhurly, County Clare, sworn before Read, 8 December 1821, reporting a conservation with an individual named Daniel McCarthy, concerning a planned revolt; includes McCarthy's reference to having spent his money on uniforms of green cloth; his claim that his party have the 'Major's servant' at Limerick barracks, in their pay: 'he will prevent the army doing us mischief as he is to get others & himself to wet the ammunition'; and also his references to their leadership in Spain, 8 December 1821.

Petition of widow Hallon, of Inniscarra, County Cork, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, complaining of her family's treatment by Daniel McCarthy, her landlord, and by Joseph C Fitzgerald, a local magistrate. Refers to the bad state of repair of her cottage, and damage to her own possessions, and her unsuccessful efforts to seek redress. Petition of James Morgan, 'the president of the Society known by the name of the Committee of Merchants of Cork, and of other members of the society, [names of each listed in the petition], to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, detailing the origins of the formation of the society in 1796, at a time when trade in the city was in decline, as a result of frauds practiced in articles such as butter, tallow, and hides for commerce. Claims that such frauds brought 'constant complaints' from England. Details the society's work in inspecting articles liable to frauds, and in representing the city's merchants and traders. Emphasises the further benefits which would result from the establishment of a commercial association, vested with corporate powers, to promote, regulate and protect the Cork's trade, and requests that they are granted incorporated status by royal charter. Petition signed by Morgan, and by 18 other members [October 1823]. Also petition of the manufacturers and traders of Cork city assembled at a public meeting, to Wellesley, protesting at the attempts of 'a number of persons, calling themselves the Committee of Merchants, to obtain your Excellency's sanction to a charter by which they assume the right of regulating every branch of Trade and Manufacture, without previously convening a meeting of those persons whose interests may be affected by such regulations'. Describes the actions as unconstitutional, an 'unprecedented grasp at power', and an 'alarming usurption [sic] of the rights and properties of a whole community, on the part of a few..'. Urges the Irish government to reject the application for a charter for those individuals. Petition signed by Thomas FitzGibbon, chairman, on behalf of the meeting, Cork, 29 October 1823. Also petition of the butter merchants of Cork city, to Wellesley, also registering their opposition to 'an attempt now made, by a Body called the Committee of Merchants, to obtain, an undue Influence over this branch of trade under the sanction of a charter..'. Complains of the committee's negative influence on the butter trade of Cork city, noting how unfavourably Cork butter now compares to butter sold and shipped from other Irish ports to England. Petition of Daniel McCarthy, farmer, Knockane, Dunmanway, County Cork, to Henry William Paget, Lord Lieutenant, drawing attention to a dispute between [Gustavus Meredith] Warner, Mr Rarter and Mr McCarthy concerning the entitlement to rents for his townland which is impacting on the tenants. Noting that one of the tenants was shot by one of Warner’s men during one incident but claiming that the perpetrators were allowed to escape despite the matter being immediately brought before Abraham Jagoe, magistrate. Also petition of John McCarthy of Knockane, to the Lord Lieutenant, providing an eyewitness account and seeking an independent investigation of the matter by Mr Macan, assistant barrister for the West Riding. Also letters from Jagoe, Kinrath, [County Cork], to William Gregory, Under Secretary, giving an account of his taking information from the witnesses and the granting of bail to Warner and noting that Daniel McCarthy subsequently died of his wounds. Also letter from GM Warner, Dublin, to Gregory, submitting documents for the legal opinion of the crown solicitor and noting that William Norwood and Mark McGiverin were granted bail. Also legal opinion of Richard W Greene, stating that this serious case should be tried at the next assizes and recommending that the magistrate be requested to give an account of his actions.
