Petition of George Mongonegal, formally of Mullonboys [Mullanboys], parish of Inver, County Donegal, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting intervention of government in bringing legal action against the family of his father’s second wife whom he accuses of dispossessing him of rights to a house and farm. Indicates the difficulty emerged after his father’s [Patrick Mongonegal] second marriage to Eleanor Kirk of the town of Mountcharles. Asserts after his father’s death, William Kirk, brother to his stepmother, came to reside in his house ‘by night’ and subsequently took possession of the property. Also letter from Finlay to Goulburn, reporting that Jones is now in his 65th year and was in receipt of £100 per year in salary plus an allowance of £30 for accommodation in addition to other emoluments, 5 July 1824. Resolutions of magistrates assembled at the general quarter session at Moate, County Westmeath, requesting their chairman, William Handcock, 1st Viscount Castlemaine, governor of county Westmeath, make application to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, for an additional 20 police constables to serve in the barony of Kilkenny West, ‘in consequence of repeated acts of outrage’ perpetrated in their vicinity, signed by Castlemaine, plus 5 other magistrates. Claims he served as sub constable for a period of 29 years, but was enable to claims his pension due to stipulations of the new constabulary act. Letter from Major Richard Willcocks, Cashel, County Tipperary, inspector general of police, to William H Gregory, Under Secretary of Ireland, Dublin Castle, reporting on application by William Cruse of barony of Clanwilliam, County Tipperary, for payment of superannuation following discharge from the police constabulary. Conveys he had an interview with Cruse, and considers him fit enough to continue in work; observes with regret ‘that there is no provision made for the deserving worn out men under the Peace Preservation Establishment’, 12 July 1824. Encloses letter from John Bolton Massy, Ballywire, County Tipperary, recommending extension of superannuation to Cruse. Recalls account of particular valour shown by Cruse to his dying brother who fought alongside him with the 18th Regiment [of Foot]f light dragoons in the south of France. Annotation on back by John Sealy Townsend, King's Counsel and legal advisor to CSO indicating that as Cruse has not been wounded or injured in active police service, he is not entitled to superannuation, 21 July 1824. Claims to have received various wounds during his 19 years and 7 months in military service, 12 August 1824. Encloses certificate from Wilson Ray, Tipperary, medical doctor and surgeon, stating that Cruse’s health has declined and deteriorated, 8 August 1824. Also encloses certificate from Edward Wilson, chief police magistrate of baronies of Kilnamanagh and Eliogarty, indicating that following 6 years in the police, Cruse has been discharged, ‘being worn out’, 1 June 1824.

Letter from Anthony Marmion, [merchant], Dundalk, County Louth, to Henry Goulburn, Chief Secretary of Ireland, seeking redress against a decision to refuse a publican’s license to Owen McKittrick, whom it is asserted has kept a ‘respectable House of entertainment’ in Dundalk for 18 years past. Alleges that despite McKittrick’s good conduct and compliance with the law, he has been ostracized by Lord Roden [Robert Jocelyn, 3rd Earl of Roden]. Protests that Roden has abused his office as magistrate and is responsible for directing use of arbitrary power by local magistrates to ‘cripple the liberties of the people’. Makes reference to cases that have recently came before him over which he has a doubt and also mentions apparent restrictions on employment of police in excise or revenue business. Letter from Captain Marlin Irving, secretary, Royal Hibernian Military School, Phoenix Park, Dublin, to Henry Goulburn, Chief Secretary of Ireland, expressing intention of making a reduction in female staff at the institution and recommending settlement of superannuation for 3 school mistresses who have served between from 11 and 16 years. Proposes that a pension of £30 per annum be paid to Jane Moore; a pension of £25 per annum be paid to Mary Judge; and a pension of £15 per annum be paid to Catherine Charles. Claims after the saving effected by the reductions in staff the overall cost to the public will be £7 per year. With comment inscribed on base from John Sealy Townsend, King's Counsel and legal advisor to CSO, and annotation from CSO to effect that the recommendations are acceptable though there is no justification for the discrepancies in the suggested allowances to be paid to Moore and Judge.
