Copy letter from John W Sullivan, secretary, overseers of the Sabbath and of public houses for the parishes of Ballymodan and Kilbrogan, Bandon, County Cork, to Henry Goulburn, Chief Secretary, Dublin Castle, concerning failure of local magistrates to apply the law against those who open public houses on Sunday; requests answers to 5 questions in relation to same, with responses added at conclusion of each by John Sealy Townsend, King's Counsel and legal advisor to CSO. Adds in postscript account of a ‘patron’ [pattern] or public fair which saw heavy drinking by those in attendance, faction fighting and social disorder, 4 September 1824. SCOPE & CONTENT:

Copy letter from Dr Edward Trevor, Dublin, supervisor of convict transportation, Cove [Cobh], Cork, County Cork, to William H Gregory, Under Secretary of Ireland, Dublin Castle, remarking on utility of convict hulk ‘Surprize’, a vessel anchored in the harbour of Cove for detention of prisoners prior to transportation. Encloses copy of regulations detailing duty of sentinel responsible for security on hulk, outlining in particular the circumstances under which a sentinel may discharge his weapon at a prisoner [text has been crossed out]. Suggests the regulations be transmitted to the admiral at Cove and advises a communication for his information be sent to Rear Admiral John Colville, 9th Lord Colville of Culross, naval commander in chief in Ireland; advises in postscript that consultation be made with John Sealy Townsend, King's Counsel and legal advisor to CSO, concerning ‘the modes of coercion’ referred to in the regulations.

Petition of James Sheehy, 9 Great Britain [Parnell] Street, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting appointment to post in the police establishment of Ireland. Recounts details of earlier resignation from police on account of separation from family and recalls an attack on his life while serving in the barony of Dunhallow, County Cork; indicates that he would welcome employment as sub constable in any county in Ireland except the city of Cork, in which ‘his life would not be safe’, 29 September 1824. Also letter from Sheehy, 19 Lower Kevin Street, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, requesting return of 2 character references enclosed in memorial, 4 October 1824. Letter from Reverend Charles Le Poer Trench, Mackney, near Ballinasloe, County Galway, Church of Ireland vicar general of Clonfert and Kilmacduagh, to the Chief Secretary’s Office, Dublin Castle, seeking conveyance of legal document to enable use of proceeds related to advance of £100 sent for the poor and to facilitate recovery of outstanding debts connected to same. States for the information of government that the archdeacon of Ardagh [Reverend Charles Cobbe], Reverend Patrick Powden and John Maher, are members of the local committee responsible for administration of aid. Mentions money advanced by government was for purchase of seed potatoes, which were to be disposed of to the poor at half price, with returns intended for use in loans to a working association in Ballinasloe. Also letter from Trench to William H Gregory, Under Secretary of Ireland, Dublin Castle, stressing need for instrument to recover a portion of funds provided for relief of poor of Ballinasloe, as quarter sessions are imminent. Letter from Thomas Taylor, clerk, Chief Secretary’s Office, Dublin Castle, to Lieutenant Colonel Meyrick Shawe, private secretary to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, noting he has made search for documents in connection with issue of civil bill decrees raised by William Byrne but without success; suggests they might be found amongst the papers held by Henry Goulburn, Chief Secretary, 9 February 1824. Returns letter from Byrne, 6 Gardiner Place, Dublin, to Goulburn, requesting if modification to the manner of enforcement of civil bill decrees in Ireland is to be expected in the forthcoming session of Parliament, 23 January 1824. Also returns letter from Byrne to Goulburn, highlighting deficiencies in present operation of the civil bill for the recovery of debt and proposes certain reforms in order to quell ‘party feeling’ and agitation; also reflects upon ill consequences flowing from failure to use the oath in court proceedings. Includes memorial from Maley, 6 Lower Sackville [O’Connell] Street, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, complaining of ‘a continued System of abuse, Prodigality and Injustice pursued for years by the Paving Board’ and presided over by Bloxham and Taylor; seeks a public investigation. Encloses copy of 17 separate charges against the 2 commissioners, in which he alleges maladministration of public funds in connection with purchase of oil, alleges Sir Charles Coote was permitted to receive salary as supervisor of works while being employed with the Post Master General, alleges that Paving Board expenditure was excessive, alleges that improper use was made of public property, and alleges that falsified returns were made to parliament by the board, 25 February 1824. Also sends a letter from Mr Elrington reporting on a meeting of parishioners of St Catherine’s parish on subject of ‘Collection of the Catholic Rent’ [not present].
