File of papers relating to applications of Lieutenant William Hutchison, Royal Navy, for appointment to post of harbour master at the new royal harbour at Kingstown [Dunleary; Dún Laoghaire], County Dublin. File includes letter from Lord Frankfort, Clontarf, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, recommending his nephew, Hutchison, harbour master at Bullock, County Dublin, for the favourable consideration of government, 12 September [1822] [written just prior to Frankfort's death on 21 September 1822]. File also includes letter from Hutchison, to [Goulburn], renewing his application, and referring to the recommendation from his uncle, the late Lord Frankfort. Also refers to Mr Toutcher, his competitor for the post, noting that Toutcher 'already holds two situations connected with the Royal Harbour..'. 16 October 1822; with subsequent annotations by Goulburn, and by CSO official. File also includes letter from Charles Henry Coote, Lord Castlecoote; Richard Verschoyle; James Crofton; Graves Chamney Swan; Francis Hodgkinson; and Abraham Bradley King, board room at the Royal Harbour of George IV, Kingstown, commissioners for Dunleary harbour, to Goulburn, concerning need for the appointment of a harbour master to the new royal harbour, and emphasising the likely expense of such an appointment. They recommend an officer already in their employment, Mr Toutcher, for the post, noting that he has already fulfilled all the various duties which have already arisen at the harbour, 7 November 1823; the commissioners enclose copy of a letter from Captain Charles Malcolm, commander of the Royal yacht 'William and Mary' at Kingstown harbour, to George Darling, secretary to the Kingstown harbour commissioners, outlining the reasons for the need to appoint a harbour master, originally dated, 5 October 1822, and also an application from Toutcher for the post [the latter not present]; also encloses a printed petition received from Hutchison, to the commissioners of the royal harbour, detailing Hutchison's naval service, and his work as harbour master at the old harbour of Dunleary; requests appointment to the post of harbour master to the new royal harbour at Kingstown [1822]; the petition is accompanied by a printed pamphlet containing copies of 8 letters from naval officers commending Hutchison's bravery and good conduct, and also from other individuals involved with the Ballast Board and Admiralty, referring to praise of Hutchison's work as harbour master, originally dated 30 May 1813-7 January 1822. File also contains further petitions from Hutchison, and also a letter from Hutchison, to Goulburn, referring to his appointment as harbour master of the new harbour at Kingstown, sanctioned by the Lord Lieutenant in January 1823. Hutchison complains, however, that due to a delay in fixing his new salary for the post, his naval half-pay has been suspended. He urges the speedy finalising of arrangements for his new salary, 29 October 1823; with subsequent annotation by Goulburn. File also includes a letter from Hutchison, to Charles Oldfield Bowles, private secretary to Goulburn, providing further information respecting the amount of salary that a half-pay naval officer can receive, before it affects his half-pay, and he encloses a printed page taken from Murray's British naval lists, respecting the regulations for half-pay for naval officers, [November 1823]. |

Letter from William Boothby, James Stewart, and Hulton Smith King, custom house, Dublin, commissioners of customs, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, referring to their perusal of a draft charter to be granted by Wellesley, to the Dublin Chamber of Commerce. Requests the removal of a clause which would grant the Chamber of Commerce the power to regulate fees for porterage at Dublin's quays, docks, and stores, of all good imported into and exported out of the port of Dublin. The commissioners argue that granting them such a right would run counter to their own plans to generate additional revenue for government by letting the docks, stores and quays to private persons or companies, 9 August 1823; with subsequent pencil annotation on reverse, by Wellesley, and also subsequent annotations by William Conyngham Plunket, Attorney General of Ireland, and by Henry Goulburn, Chief Secretary, Dublin Castle. Also letter from Henry Staines, 88 Abbey Street, Dublin, attorney, to Goulburn, referring to the clause objected to by the commissioners of customs, and reporting the willingness of the Chamber of Commerce, to remove the clause in question, 26 September 1823; with subsequent annotation by Goulburn and by CSO official. Also draft copy of the charter, prepared by Staines, with subsequent annotations, possibly by Staines, on the extracts to be 'expunged' due to the commissioners' objections [September 1823; and with subsequent pencil annotations by Henry Joy, Solicitor General of Ireland, concerning the charter. Gunn refers to a letter from Dublin Castle, which authorised him to use 'discretionary powers' to act as necessary, in the absence of his 2 senior officers, 16 September 1823; with subsequent annotation by Goulburn, issuing an order to CSO staff to see a copy of the order referred to by Gunn.
