Letter from Richard Griffith, Tralee, County Kerry, civil engineer overseeing public works schemes, to William H Gregory, Under Secretary of Ireland, Dublin Castle, referring to proposed roads between Kenmare and Bantry, County Cork, and from Hospital to the city of Limerick, and recommending preparation of a survey and estimate of cost. Remarks as yet, neither grand jury have made a presentment for the intended roads, 5 June 1825. Also letter from Griffith, Mallow, County Cork, to Gregory, reporting that a survey of the road between Kenmare and Bantry is wanting. He considers the cost will be in region of £8,000 and notes that the Marquis Lansdowne [Henry Petty-Fitzmaurice] is prepared to advance a sum of £500 towards the construction of a new bridge at the harbour of Kenmare, 18 May 1825. Also letter from Griffith, Mallow, to Gregory, acknowledging application from the grand jury of Limerick requesting a survey of the proposed road between Hospital and Limerick city. Gives his approval to the request which can be carried out as an extension to an existing survey of a road from Mitchelstown, County Cork, 19 May 1825.

SCOPE & CONTENT:

Copy of ‘Case on behalf of the Crown respecting the Legality of Free Mason Societies’. Asks whether the organisation complies with the provisions of the act of 33rd of George III, chapter 29, or whether it might be regarded as ‘an unlawful combination’. Refers in particular to the activities of freemasons in County Fermanagh, who assert their appearance in public procession is reinforced by government authority. Recites the evidence of Thomas Fletcher, sergeant, 34th regiment of foot, to effect that the actions of the society were but ‘a cloak for they were associated with the Ribbon Men’; he alleges he was prevented travelling on a public road by a party of between 50 and 100 persons of that fraternity. Reference is also made to a threat by Peter Gallagher, a prisoner in gaol of Enniskillen, to murder William Darcy Irvine, magistrate and deputy clerk of the crown for counties of Cavan, Donegal, Tyrone and Fermanagh, who signed a notice prohibiting a procession of freemasons in Irvinestown on 24 June 1825. With opinion on base from the Attorney General [William Conyngham Plunket] and the Solicitor General [Henry Joy], making conclusion that the freemason societies ‘are illegal’ and their continuation prohibited under the law; adds the same regulation applies also to the Orange institution.

Letter from Thomas Popham Luscombe, deputy commissary general, commissary general's office, Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, seeking the Lord Lieutenant’s permission to make contact with the governor of the Bank of Ireland [Nathaniel Hone] over the issue of conveyance of silver coin and tokens, 21 June 1825. Encloses copy letter from George Harrison, assistant secretary to the Lords Commissioners of the Treasury, Treasury Chambers, London, to Luscombe, indicating the commissariat wagon train will be required in moving the coins and tokens from the Bank of Ireland to their agents in the country. Seeks a communication with the Lord Lieutenant [Richard Wellesley, 1st Marquis Wellesley] and Lieutenant General Lord Combermere [Stapleton Cotton], commander of the military in Ireland, to obtain permission for the intended transaction. Suggests an officer of the commissary be employed to supervise the conveyance of each consignment of money, but if none are available, he offers to supply a suitable man from England, 18 June 1825. Also letter from Thomas Williams, secretary of the Bank of Ireland, Dublin, to Gregory, commenting on plans to distribute the coins and tokens to the towns of Waterford, Clonmel, Cork, Newry, Belfast and Londonderry. Seeks permission for revenue collectors to take possession of the money, and for access to be granted thereafter, 30 June 1825.

SCOPE & CONTENT:

Petition of the inhabitants of the parish of Kilmore, County Roscommon, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting an investigation of the conduct of Arthur Ahmuty, magistrate, [Kilmore House, County Roscommon], whom they claim issued unlawful warrants in April 1824 at the request of James Reynolds, publican, of Clogher. Complains that Reynolds failed to give proper notice of his intended proceedings to recover arrears of money allegedly for the supply of porter and for ‘spirits illicitly obtained’. Stresses their losses as a result of Reynolds’ legal action: ‘their goods sold, cattle impounded and such like aggressions’. Signed and marked by Charles Hogg, Andrew McGuire and James Dillon. With note on back from John Sealy Townsend, King’s Counsel and legal advisor to the Chief Secretary’s Office, stating in view of the period of time that has passed since the alleged act of injustice took place, the request is undeserving of consideration.

SCOPE & CONTENT:

Letter from Thomas [?Lavell], Cloghan, near Tuam, County Galway, to Lieutenant Colonel Meyrick Shawe, private secretary to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting that government aid be given Bridget Jennings and family of Kilmaine, County Mayo, to assist with departure for Australia, 18 June 1825. Encloses petition of Jennings, Kilmaine, to Wellesley, seeking extension of government assistance for herself and 6 children in order to sail for New South Wales, Australia. States it was to this location that her husband, John Jennings, was earlier transported for crimes in connection with Ribbonism in 1822. She complains of being without food and recites the case of the wife of Murty Farraher as a recent precedent for extension of government assistance to a convict's wife. Petition certified below by Reverend George Low, Church of Ireland curate of Kilmaine, and Reverend John Burke, Roman Catholic parish priest of parish, and 2 others, 21 June 1825. Also encloses letter from John Jennings, Port Macquarie Setttlement, New South Wales, to Christopher Bowen, Milford, County Galway, making an appeal for his wife and family to come and join him in Australia. Observes his master has promised him a farm of 10 acres, in addition to what might be forthcoming from government. Describes his new home in a ‘good contry [sic]’ and comments on the food, wildlife and weather; asks his wife to take with her bedding, the ‘old shilling’ and some personal effects, 29 August 1824.
