SCOPE & CONTENT:

Petition of James Norris, late police constable, Mitchelstown, County Cork, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting advance of financial relief on account of his health becoming injured in the line of duty. Claims to have been recruited to the police establishment of Mitchelstown in 1822, and while escorting a prisoner from that place to Clonmel the following year, was incapacitated by a stroke, losing the bodily power of his right side. Complains in November 1823, he was deemed unable to do his police duties and dismissed, leaving a wife and large family without support. Also mentions having served with the militia of County Tipperary for a period of 12 years as a non commissioned officer.

Petition of Margaret Gready, [County Waterford], to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting a free passage to New South Wales, Australia, for herself and 5 children. Relates about two years ago her husband, Patrick Gready, was convicted of handing firearms at the assizes of Waterford, County Waterford, and sentenced to transportation for life. Refers to a letter representing his good conduct in New South Wales [not present] and she undertakes to apply ‘Honest Industry’ in earning a livelihood. Asks that a reply be directed to Reverend Richard J Hobson, inspector of Waterford city jail.

Petition of the inhabitants of the neighbourhood of Mountjoy Square, Dublin, complaining of the ‘ruinous state’ of the Circular Road between Summerhill and Lower Dorset Street

SCOPE & CONTENT:

Petition of the inhabitants of Russell Place, Richmond Place, Margaret Place, Russell Street, Anne Street, Portland Street, William Street, Portland Place, Sherrard Street, Cottage Place, George’s Place, Wellesley Place, and the neighbourhood around Mountjoy Square, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, complaining of the ‘ruinous state’ of the Circular Road between Summerhill and Lower Dorset Street and requesting assistance in having it repaired. Complains the road at this part of the city is ‘literally impassable for Carriages or Carts’ and constitutes a real impediment for local inhabitants. Points out the detrimental effect on surrounding property and on general communication for the surplus population of the neighbourhood. Mentions application for redress was made to the commissioners of the Circular Road, but without success. Petition signed by Hugh Macrea, medical doctor and 55 others. Also note in pencil [written on separate outer cover of petition] from William H Gregory, Under Secretary of Ireland, asking for opinion the issue from John Sealy Townsend, King’s Counsel and legal advisor to the Chief Secretary’s Office. With answer from Townsend stating that the matter is beyond the jurisdiction of the Lord Lieutenant and application must be made to the courts.

SCOPE & CONTENT:

Letter from A Hill, magistrate, Cloheen [Clogheen], Doneraile, County Cork, formerly lieutenant colonel in South Cork militia, to William H Gregory, Under Secretary of Ireland, Dublin Castle, drawing attention to a complaint over a customs levy on milk supplied to the troops in the barracks of Buttevant, County Cork, and enforced by the trustees of the manor of that place. Points to the inequity of the charge and seeks advice on how to act. Mentions the complaint was conveyed by Colonel Lindesay, commander of a detachment of troops of the 39th regiment of foot [based north of the River Blackwater] to the magistrates at the petty sessions of Buttevant. Encloses copy of statement and examination of certain witnesses. Provides outline of the claims of the trustees of the manor of Buttevant, formerly held by the late John Anderson of Fermoy. Alludes to origin of the custom charges on goods coming into the town and barracks of that place, as stipulated by a sitting of a Court Leet in April 1819. Refers also to placement of a notice at the market house in Buttevant demanding from suppliers 1d per churn of milk sold and a ½d for any smaller amount, signed by John Wrixon, seneschal. Records complains made before the magistrates at Buttevant from Colonel Lindesay; from Ellen O’Hara, Springfield, wife of Daniel O’Hara, farmer; from Margret [Margaret] Coghlan, Ballincarrig [Ballincurrig], wife of Darley Coghlan, dairyman; and from Johanna Conway, Kilcolman, wife of Daniel Conway [some of which allege confiscation of personal goods for non payment of custom fines].

Series of monthly reports from the General Board of Health, Dublin, covering treatment of fever in the House of Recovery [or Fever Hospital] on Cork Street, the Hardwicke Fever Hospital, Sir Patrick’s Dun’s Hospital and Dr Steven’s [Steevens] Hospital, Dublin. Individual reports cover month ending the 31 March, 30 April, 31 May, 30 June, 31 August and 30 September 1825, and each is accompanied by a cover letter from Dr Francis Barker, secretary to the General Board of Health, 22 Bagot Street, Dublin. Each report gives a breakdown of figures for the fever hospitals concerned indicating, for example, the number of patients admitted, deaths due to fever, and beds in use.

SCOPE & CONTENT:

Letter from Reverend Robert Herbert Nixon, Inspector, Kilmainham Gaol, Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, expressing hope that a solution to their water shortage difficulties may be speedily found by the grand jury of the county of Dublin. States that body are now in possession of an estimate and plans which are presently under consideration. Mentions a proposal to have Kilmainham Gaol, the Royal Hospital [at Kilmainham] and the Richmond barracks ‘supplied by a Reservoir & Pipes from the Grand Canal’. Also draft letter from the magistrates of police in Dublin to [Nixon] acknowledging the inadequacy in the supply of water at Kilmainham Gaol and the need for a remedy.

Letter from Captain Daniel Corneille, John Armit and James Saurin, directors general of Inland Navigation, Inland Navigation Office, 11 Merrion Street, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, reporting on the death of Robert Cornwall, lockkeeper on the Limerick navigation, and recommending his son, William Cornwall, be appointed as his successor. Comments the latter is considered ‘a man of good character’, and if permitted to act in that office, will enjoy a salary of £10 per year and a keeper’s residence.

SCOPE & CONTENT:

Letter from Robert Perceval, Roderick Connor, Thomas Crosthwait and Henry Cole, visitors, House of Industry, Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, recommending an application for financial augmentation from Mary Callan, matron of 3 general hospitals of the House of Industry, to the ‘favourable consideration’ of government. Observes having lost her husband, she has a family of 4 [5 in total] children to support. Annotation from CSO on back rules as her remuneration is ‘adequate’ it is not in the power of government to offer any further assistance. Also memorial from Callan to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, complaining of financial difficulties of supporting her family and seeking redress. Claims to have laboured for 16 years past in her ‘dangerous’ post as matron and recounts the death of her husband, Patrick Callan, steward and providore at the House of Industry, from fever in March 1818. Memorial signed by Lieutenant Colonel George Morris, governor, House of Industry, and 11 others, mainly of the medical profession.
