File concerning legal proceedings taken by the commissioners for the relief of trade against the property of Daniel Harnett [who acted as surety for Richard Bernard Rooney], in County Limerick and County Kerry, for the recovery of £1,436 10s 10d. Includes letter from William Kemmis, Kildare Street, Dublin, crown solicitor, to William H Gregory, Under Secretary of Ireland, Dublin Castle, reporting on the progress of the case of the commissioners against Harnett. Remarks that a creditor Mr Boles Reeves, [attorney], 2 Clare Street, Dublin, has advanced £750 to relieve Harnett’s property from an ejectment order brought for non payment of rent, and he proposes to purchase an assignment obtained by the custodian on it. Indicates the proposal by Reeves together with particular documents were forwarded to the commissioners for consideration, to which a reply was made by the latter declining to interfere, 12 March 1825. Also includes case setting out Reeves’ proposals with observations from the Attorney General [William Conyngham Plunket] and the Solicitor General [Henry Joy], indicating disapproval of same, c21 March 1825. Letter from John Galloway, secretary, commissioners for the issue of money for public works [Consolidated Fund], 37 North Cumberland Street, Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, expressing resistance to an application by the trustees of the Dublin and Navan turnpike and mail coach road for a loan of £1,400. Recites record of loans granted by the commissioners to the trustees in 1817, 1819, 1823, and regrets they ‘have not adhered to the terms of repayment in any case’ despite having access to both toll revenue and presentment funds. Provides abstract of account showing a total arrears of £4,388 18s 3d due to the commissioners. Returns letter from James Thompson, secretary to the trustees of the Dublin and Navan turnpike and mail coach road, 24 Middle Gardiner Street, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, seeking a further loan of £1,400 to enable repair work on the turnpike road. Claims they are prepared to make repayments of Stg£750 per year by quarterly installations and asserts the toll income of £2,000 per annum is ‘ample security’ on the loan. SCOPE & CONTENT:

Letter from Reverend Dr Henry Stewart, Church of Ireland rector of Loughgilly, Loughgilly House, County Armagh, [post town is Newry, County Down], to William H Gregory, Under Secretary of Ireland, Dublin Castle, seeking intervention in the case of parishioner John Quinn who is faced with serving a double period of transportation on account of his record being confused with that of another John Quinn. Conveys a certificate relating to the matter is forwarded from Walter Bourne, clerk of the crown for County Armagh [not present], and wishes to learn how application is to be made to the governor of New South Wales [Sir Thomas Brisbane], Australia, for the release of Quinn. Encloses memorial from Hugh Quinn, Tullyaw [Tullyah], County Armagh, to Dr Stewart [sent care of John Stewart, 2 Dominick Street, Dublin], seeking clemency for his son, John Quinn, who was sentenced by the Irish circuit judge, Baron James McClelland to transportation for 7 years. Claims the record or calendar stipulating the term of transportation was falsified leaving his son facing a period of 14 years in New South Wales, rather than 7. Adds his son’s period of transportation has now been served and observes he regards it as harsh that he should be obliged to serve additional time for a crime he did not commit.

Indicates that past work has been carried out on the river basin but owing to a dearth in public funds, the work was suspended. Letter from RS Kelly, editor of the 'Irish Times' newspaper, D’Olier Street, Dublin, to Henry Goulburn, Chief Secretary of Ireland, seeking a personal interview to discuss transfer of government patronage to the ‘Irish Times’. Observes that as the proprietors of his newspaper have purchased a city journal which enjoyed that indulgence, he hopes for an extension of government favour. Expresses hope that as that journal will be circulated for the last time on 5 April, the ‘Irish Times’ may in future become an instrument for the propagation of government opinion. Annotation on reverse from Goulburn states he is prevented from offering a personal audience on account of his departure for England but will endeavour to answer any written communication.

SCOPE & CONTENT:

Letter from Henry Harris, manager of Covent Garden Theatre, London, 1 Old Bond Street, London, to the Chief Secretary’s Office, Dublin Castle, drawing attention to the ominous implications for the Theatre Royal should an application be entertained for construction of a circus in Dublin. Indicates he has heard of an intention to procure a patent for ‘Equestrian and Stage Performances’ and warns such a development would be the ‘Death Blow’ to the theatre, as well as causing his own personal ‘ruin’. Annotation on reverse from Goulburn requests a reply be conveyed to Harris to effect he is not aware of any such application for a circus.
