Letter from George Hatchell, 36 Upper Merrion Street, Dublin, to Henry Goulburn, Chief Secretary of Ireland, Irish Office, London, acknowledging the offer of a clerkship under the commissioners of imprest accounts which he declined on grounds of it being inadequate to the support of his family. Refers to his loss of a lucrative post in the tax department [or revenue] and requests reinstatement to the board of education inquiry, or employment with the commissioners for house valuations in Dublin, or a position as a chief constable of police in Ireland. Also letter from Hatchell to Goulburn, seeking to be appointed as replacement to Mr [John] Campbell, late chief constable of police at Tallow in County Waterford.

3 letters from William Hall, solicitor, Northumberland Hotel, Charing Cross, London [one addressed from his office at 12 St Andrew’s Street, Dublin], to Henry Goulburn, Chief Secretary of Ireland, Irish Office, London, discussing the objectives and scope of an act designed to regulate the conduct of pawnbrokers in the city of Dublin. Explains the act is the work of the police magistrates of Dublin and their legal counsel and is expressly concerned with control of trading hours and opening on Sunday or other church holidays. Encloses draft copy of the ‘An act to amend and render more effectual the several acts of Parliament made and now in force in Ireland respecting the business of a Pawnbroker in Ireland, within the Police District of Dublin Metropolis’.

SCOPE & CONTENT:

Affidavit of Thomas Hutchinson, apothecary of Kilkenny County Gaol, Kilkenny, County Kilkenny, [directed to Charles Harward Butler Clarke, MP for Kilkenny, United Service Club, Regent Street, London] outlining his record of past service in the post and asking for protection against the new bill for the regulation of prisons in Ireland. Declares for a period of almost 28 years, since his appointment in 1797, he has faithfully laboured to maintain the health of all inmates in the institution and in that time lost no prisoner to fever. Claims not to have received any remuneration for his treatment of the sick and expresses anxiety that the new legislation on prisons will result in his dismissal. Affidavit sworn before William Kingsmill, magistrate of County Kilkenny. Also copy letter from Henry Goulburn, Chief Secretary of Ireland, Irish Office, London, to Butler Clarke, acknowledging receipt of Hutchinson’s affidavit and remarking ‘I am not aware of any intention of depriving him of his situation’ under the act made reference to.

Letter from Dr William Harty, Craven Hotel, [45 Craven Street], Strand, London, to Henry Goulburn, Chief Secretary of Ireland, Irish Office, London, drawing attention to the distress caused to the keeper of the Sheriff’s Prison in Dublin on account of legal action taken against him for demanding rents and fees. Complains of the effects of the 3rd and 4th act of George IV, a ‘hurried & inconsiderate enactment’ which removes the right of the keeper to remuneration from fess or rent. Encloses letter from William Wood, keeper of the Sheriff’s Prison, Green Street, Dublin, to Harty, complaining he is subject to proceeding at law from two different parties on account of his demand for rent and fees. He appeals for the assistance of government and the legislature ‘to do something to relieve me from the dilemma’.

Letter from R Hitchcock Jr, 38 Upper Ormond Quay, Dublin, to Henry Goulburn, Chief Secretary of Ireland, [Irish Office, London], seeking an enquiry of the circumstances surrounding proceedings taken under the tithe composition act by Reverend Joshua Brown Ryder, Church of Ireland rector, Castlelyons, County Cork. Relays the displeasure of local parishioners over an act that was generally perceived to be ‘very unfair & fraudulent’ and is now the subject of a petition to the House of Commons. Encloses letter from George King, 3rd earl of Kingston, 3 Whitehall Place, London, to Goulburn, drawing attention to Ryder’s conduct in the collection of tithes in the parish of Castlelyons.

SCOPE & CONTENT:

Letter from Samuel Harper, Sligo, County Sligo, to Henry Goulburn, Chief Secretary of Ireland, Irish Office, London, expressing his disapproval of the degree of credibility given certain Roman Catholic representatives before the parliamentary committee on the state of Ireland. Stresses the annoyance of many Irish Protestants to the threat that popery poises to the established church and state. Casts doubt on the truth of Daniel O’Connell’s conclusions as to the significance of Pastorini’s prophesy; recites a statement allegedly by O’Connell claiming ‘no effect has been produced on the minds of the people by that work and that it was circulated by the enemies of emancipation’. Reflects also upon some other anti-Protestant publications such as William Cobbett’s ‘History of the Protestant Reformation’, which he alleges is ‘recommended from the altar’ by some of the Catholic priesthood. Regrets that many of the lower orders are disinclined to read and take cognizance of publications that offer the opposite opinion.
