SCOPE & CONTENT:

Letter from Reverend John Barrett, Church of Ireland clergyman, Navin, County Donegal, to Henry Goulburn, Chief Secretary of Ireland, [Irish Office, London], calling for the terms of the tithe composition act to be made compulsory. Remarks upon the attitude of the local seneschal towards enforcement of the tithe act, a man, he complains, who is quite indifferent to the cause of the established church. Letter from William Frederick Bentley, pawnbroker, 45 Bride Street, Dublin, to Henry Goulburn, Chief Secretary of Ireland, Irish Office, London, recommending the introduction of a license fee for all pawnbrokers throughout Ireland and other reforms. Proposes that those doing business in larger towns or cities pay a fee of £100 per year, while those in smaller population centres pay just £50 per year, with the proceeds being invested in the maintenance of a constabulary force. Refers to the need for basic regulation and the introduction of a more professional structure with auctioneers to dispose of ‘forfeited pledges’. Recommends that William Hall, solicitor of St Andrew Street, Dublin, be entrusted with responsibility to draw up a legislative bill, which might in due course be put before Parliament. He request that himself and his son be appointed as auctioneers for the city and liberties of Cork.

SCOPE & CONTENT:

Letter from Benjamin Wright Betty, Cloneen, near Castlecomber, County Kilkenny, to Henry Goulburn, Chief Secretary of Ireland, Irish Office, London, offering reflections on the state of Irish society and some suggestions for improvement. Proposes that strict regulations be imposed on sailing vessels operating off the Irish coast to prevent unauthorised passengers from going on board, a measure he supposes will curtail ‘Murderers, Robbers, and other depredators from evading the laws of their Country’. He further suggests that spirit retailers or inn keepers should be called upon to support a local constable ‘to keep the peace and prohibit that dreadful vice in Ireland sabbath breaking’. Also comments on the local manifestation of anti Protestants sentiments by some member of the lower orders who proclaimed their hope for a new Ireland government by a ‘Catholic King’. He lays the blame for such popular agitation in favour of emancipation at the door of the Catholic priesthood.

Refers to his loss of office in the courts of Ireland [likely a reference to his removal from the post of keeper of the seal and registrar of attorney’s licences with the Court of King’s Bench, Dublin] and draws particular attention to the wide range of support he can call upon from significant public figures. Also copy reply from Goulburn acknowledging the authenticity of his testimonies and admitting he has ‘every reason to believe your character to be unexceptionable’. Letter from James Morgan Cooke, late lieutenant, Royal Cork City Regiment, Bantry, County Cork, to Henry Goulburn, Chief Secretary of Ireland, Dublin Castle, seeking appointment as chief constable in the police establishment in any part of Ireland or another post under government. Complains of an increase in local harassment by adherents of the Roman Catholic Church since his failed attempt to procure arms from government for a local volunteer Protestant corps. Laments since his deputation to the Earl of Bantry [Richard White] he is ‘completely persecuted’ and wishes to escape with his family from so ‘great a set of Jesuits as ever escaped from the gloomy walls of Maynooth’. Also second letter from Cooke to Goulburn, acknowledging his failed application for employment and remarking on the heightened political atmosphere present in the town. Encloses copy of ‘a song in praise of [Daniel] O’Connell which has been sung for the last two days in this town’ [not present].

SCOPE & CONTENT:

Letter from Henry Croker, Mallow, County Cork, brigade major of yeomanry for the counties of Clare, Limerick, Tipperary and part of King's County [County Offaly], to William H Gregory, Under Secretary of Ireland, Dublin Castle, referring to the tranquil state of the country and remarking upon the contribution of the Roman Catholic clergy to the peace, which, he asserts, is motivated by a sinister ulterior motive. To conceal their actual political designs, he warns, the priests are substitution popular rhetoric [of the Roman Catholic Association] with ‘sermons’ encouraging adherence to the lawful authorities. Recites part of a letter from Reverend William Jones of Mallow in which that clergyman comments on the critical place of the Catholic Rent in the wider political campaign.

File of material relating to the opposition of the timber merchants of the city of Dublin to the proposed warehousing bill for Ireland [?Importation Act of 1825]. Includes copy letter from John Curry, secretary, import timber merchants of the city of Dublin, to the commissioners of Parliamentary Enquiry, [Edinburgh, Scotland], outlining the resolute opposition of the timber merchants to certain provisions of the act insofar as it applies to the timber trade of Ireland. Complains the bill is flawed on grounds of cost required to implement, on the issue of ownership of quay property, as well as on expedience of operation, November 1824.
