States he desires a position with a better salary and forwards a letter of support [not present] from Sir Edward Lees [secretary, General Post Office]. Remarks having left his native county of Sligo, he enrolled in the constabulary of Dublin and quickly attracted the attention of his superiors; claims he subsequently won promotion to the rank of superintendent of Howth. |

Remarks upon the death of Maurice Fitzgerald, clerk of the crown for Connaught, and comments on the suitability of his relative to fill one of the vacancies in question, 16 September 1825. Also letter from William Le Poer Trench, secretary, Customs House, Dublin, to Goulburn, seeking appointment of his second son, John Le Poer Trench, to the post of clerk of the crown for County Galway, or one of the counties of Connaught. Indicates if nominated for the post, he will have the assistance of ‘two very eminent Attorneys’ and will also commence a course of study on law, 2 September 1825. File of material relating to a series of charges centred on inefficiency and fraud against Henry Manning, provisions and clothing storekeeper at the Richmond General Penitentiary, Grangegorman Lane, Dublin. Includes report from Hill W Rowan, governor, Richmond General Penitentiary, to William H Gregory, Under Secretary of Ireland, Dublin Castle, accusing Manning of falsifying housekeeping records and failing to keep proper accounts for the institution. Alleges he failed to maintain pass books intended to prevent pecuniary abuse and complains he ‘was imposing on me by false returns’. Amongst the faults in the discharge of duty, he detects, a deficiency in handling of milk, coal, candles and soap, unauthorised issue of food rations, and an inclination to get involved in financial difficulties or debt with suppliers, 30 April 1825. Also includes letter from Manning to Gregory, enclosing his ‘answers’ being a full defence of the charges against him, 24 May 1825. Also includes copy letter from Henry Goulburn, Chief Secretary, Dublin Castle, to the joint inspector generals of prisons in Ireland [Major James Palmer and Major Benjamin Blake Woodward], enclosing a copy schedule and papers and requesting their opinion on the case, 13 September 1825. |

Also a list of persons through whom recommendations for particular candidates were made [apparently created for the purpose of making replies by the Chief Secretary’s Office]. Makes reference, for example, to an application by Henry John Temple, 3rd Viscount Palmerston, [in favour of James Walker], and to Denis Browne’s patronage of Mr Levisay. |
