Petition of John Dudley, Cahir, County Tipperary [late excise gauger of Castlepollard, County Westmeath], to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking restoration to post of revenue gauger in any part of Ireland. Emphasises his past success as a gauger and his effective campaign against illicit distillation in counties Westmeath and Cavan. Claims, in the course of his work, to have seized considerable quantities of equipment used in making of contraband alcohol. Alleges on account of his success he became the object of a conspiracy to have him removed from his situation. Indicates that a character reference can be obtained on his behalf from Abraham Hely Hutchinson, revenue collector of Clonmel and captain of the [barony of] Iffa and Offa West cavalry, on which he served during the 1798 Rebellion. Encloses copy certificate in his favour from Thomas Samuel Rawson, district collector. Observes that Dudley, while an excise officer fighting illicit distillation in Westmeath, ‘sold two Horses under value to Enable him to go forward in its Suppression’. Remarks in a ‘few weeks’ Dudley had brought to the King’s stores around 20 stills which he had seized from offenders.

Letter from Thomas Doolan, Hospital, County Limerick, chief constable of police in County Limerick, to William H Gregory, Under Secretary of Ireland, Dublin Castle, emphasising his record in pursuit of criminals in Limerick and beyond its borders and seeking restitution of money expended in obtaining help from informers, 4 January 1825. Encloses copy letter from Gregory to Doolan, requesting to learn the nature of information received, its ultimate value and upon what authority payment was made, 22 August 1823. Also encloses copy letter from Doolan, Kilmallock, County Limerick, to Gregory, offering further explanation of his claim for extraordinary expenses accrued in use of informers. Claims the information given was instrumental in the apprehension and execution or transportation of several ‘notorious characters’. Draws attention to his arrest of James Connell [alias Cus] at Cashel, County Tipperary, and of his interception of another individual who planned an attack on the household of Eyre Evans of Ash Hill, County Limerick, 24 August 1823. Also encloses a list of individuals whom he apprehended on foot of information received and paid for by himself. Offers a short résumé of each crime and how the perpetrator was caught; covers 5 individual crimes committed in counties Limerick, Cork and Tipperary.

Letter from Sir Edward Smith Lees, secretary, General Post Office, Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, reporting in response to a complaint over a delay in the delivery of mail between Dunmore East and the town of Waterford, in County Waterford. Admits the fault rests with the deputy at the post office of Dunmore East and indicates that corrective action has been taken to prevent a repeat of the delay, and the deputy ‘punished’, 28 January 1825. Returns letter from the church wardens of the parish of Killea to Henry Goulburn, Chief Secretary, Dublin Castle, enclosing a memorial from the inhabitants of Dunmore East to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, complaining of the manifold difficulties that result from the practice of withholding local mail in the post office of Dunmore East. Acknowledges that some delay must be anticipated in waiting for the arrival of the English mail packets coming by sea, but expresses great dissatisfaction over the retention of mail at the local office. Laments that such practices have a negative effect on the revenue service, and in particular on local commercial interests. Report from Dr Edward Trevor, supervisor of convict transportation, Cove [Cobh], County Cork, to the Chief Secretary’s Office, Dublin Castle, reflecting on a reported deficiency in bedding for female convicts arriving at Cove. Recommends the inspector of the convict penitentiary house at Cork, Reverend Alexander Kennedy, include in his weekly return information on potential clothing or bedding needs. Also weekly report on the penitentiary house from Kennedy to William H Gregory, Under Secretary of Ireland, Dublin Castle, covering the period 19 January to 26 January 1825. Comments upon the difficulty of meeting the bedding requirements of 91 new female convicts and on manifestations of disruption amongst some of the male prisoners. Observes that the institution, having a total of 121 female and135 male convicts, is now ‘greatly crowded’. Appends to base a list of male prisoners, from counties Cork, Kerry, Roscommon, Waterford and Wexford, who are accused of poor conduct.

Letter from Robert Gordon, 58 Great Britain [Parnell] Street, Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, offering a character reference for Robert Robinson of Killileagh [Killyleagh], County Down, who makes application for a license to sell alcohol from his dwelling. Encloses certificate stating that Robinson is a ‘fit and Proper Person’ to hold a licence for the sale of alcoholic spirits from his place of abode, signed by David Gordon and [W Bailie], magistrates of County Down. Attested below and countersigned by David Gordon, surety. [Contains list of names not given in this description.]

Letter from Dr Edward Trevor, [Dublin], supervisor of convict transportation, Cove [Cobh], County Cork, to the Chief Secretary’s Office, Dublin Castle, reporting on the case of Elizabeth McKeon from Longford who applies to sail from Dublin to Cork with her child. Observes that William H Gregory, Under Secretary of Ireland, will likely approve of payment of £2 to McKeon by Mr Dunn [likely George Dunn, Keeper of Kilmainham Gaol, Dublin] to facilitate her travel, the money to be charged to the convict account.

File concerning application by Jane Wainright of Trim, County Meath, for a measure of financial aid and interference over a demand for crown rent. Includes letter from Wainright to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, pressing claim for advance of a measure of financial aid. States her claim is based on the service given to crown and country by her late father, Reverend Mark Wainright, who acted as a magistrate and in defence of government during the 1798 Rebellion. Mentions a concordation payment of £10 was approved by Charles Chetwynd Chetwynd-Talbot, 2nd Earl Talbot of Hensol, [Lord Lieutenant of Ireland, 1817-1821] to herself and her sisters, but when divided between all is ‘too inconsiderable to be of much service’. Refers to support for application from John Maxwell-Barry, 5th Baron Farnham, and William O'Brien, 2nd Marquis of Thomond. With certificate on base from Arthur James Plunkett, 8th Earl of Fingall, bearing testimony to the character of Reverend Wainright. Also includes letter from Jane Wainright to Wellesley, drawing attention to a demand by the custom house for payment of crown rent of over £56 allegedly due on a living held by her father, and requesting interference of government.

Petition of Lawrence Richard Bomford, chief clerk, No 4, Police Division, Public Office, 15 College Street, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting an increase in salary be given for his post. Observes his counterpart in the head office of police is earning £250 per year, while his salary remains at £140 per year, a sum hardly adequate to maintain his large family. Mentions on account of legislation in 1819 disallowing any person from holding more than one post under government, he was forced to resign from a position he held in the revenue service [Port of Dublin], resulting in a loss of income.

Petition of Hervey de Montmorency, York Street, Kingstown [Dunleary; Dún Laoghaire], County Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting advance of a pension or allowance of £50 per year. States his father is Francis Hervey de Montmorency, 3rd viscount Mountmorres, and observes in 1817 he presented a memorial to Earl Whitworth, [Lord Lieutenant of Ireland, 1813-1817] for a position of employment under government. Acknowledges reply indicating his name had been added to a list for a position in civil office, but adds that he has received no further communication on the matter. Remarks he is now at [Dublin] university and ‘nearly a candidate for holy orders’ but enjoys little financial support. Confirms a number of near relatives such as Arthur Hill-Trevor, 2nd Viscount Dungannon, Colonel [Reymond] de Montmorency and General Brown, will provide a character reference for him.
