SCOPE & CONTENT: |
Statement of further legal case, prepared by Kemmis and Carmichael, crown solicitors, Dublin, addressed to the Attorney and Solicitor Generals of Ireland, concerning request of Edward Johnston, and others, to vacate a recognizance, and in relation to the law advisers former advice, that notice be served on the families of the recognisors involved [June 1823] Encloses copies of 7 affidavits confirming that this was done [none present], and also a copy of the original petition of Edward Johnston, John Rainy, Anthony Adamson, and John Hope, of Whitehaven, Cumbria, England, bankers, to Lords Commissioners of the Treasury, referring to a loan of £5,000 granted to Colonel John Martin, Anthony Green, and Thomas Eyre, by the former Irish parliament in 1756, for construction of a pier at Dunleary [Kingstown; Dún Laoghaire], County Dublin, and the subsequent recognizance entered into to by each man, along with Thomas Allen, George Martin, and Samuel Martin. States that they are proceeding to sell the estates of the late George Martin, and require proof that the recognizance of 1756 was vacated; also accompanied by an attested copy of the recognizance in question, originally dated 22 May 1756. With subsequent annotation by William Conyngham Plunket, Attorney General, annexed below the case notes, stating his opinion that the recognizance 'may now be vacated', 20 June 1823, and counter-signed by Henry Joy, Solicitor General. |

Petition of James Watts, County Antrim jail, Carrickfergus, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, concerning his imprisonment in County Antrim jail, following his dismissal from his post as keeper of the jail in February 1822; attributes this to the 'malice' of William Stewart, the jail's former inspector, and makes several charges of misconduct against Stewart. Watts requests a government investigation of his case, 5 June 1823. Encloses copy of his petition to the board of superintendence of the jail, detailing the circumstances of his dismissal and imprisonment, and requesting an investigation of his case, May 1823. Letter from Major James Palmer, 1 Fitzwilliam Square, Dublin, joint inspector general of Irish prisons, to William Gregory, Under Secretary, Dublin Castle, responding, as requested, to a petition from prisoners in Lifford jail, County Donegal, complaining at inadequacy of food allowance. Palmer rejects the complaints, referring to the equivalent allowances in other jails, and to the inevitable discontent following a parliamentary reduction of the allowance, which was previously so generous, that prisoners were able to exchange surplus meal for 'spirits or other luxuries'. Also criticises those prison officials who signed their name in support of the petition, 4 July 1823. With subsequent pencil annotation on reverse, by Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant. |
