Also letter from Judge Richard Jebb, to Gregory, 13 August 1823, enclosing a statement of the proceedings of the grand jury of County Tipperary in respect of the allegations made by John Keane, against the cess collectors, and concluding that the charges are groundless, and stating that Keane is 'a defaulter' of county cess, owing 'upwards of £400'; statement signed by Francis Prittie, grand jury foreman, summer assizes 1823. |

SCOPE & CONTENT: |
Statement of observations concerning the legislation passed relative to the appointment of overseers by each Dublin city parish to assess the city for the support and maintenance of deserted infants, chiefly to pay the £5 admission fee required to admit each child to the Foundling Hospital, Dublin. In particular, refers to problems arising at a recent meeting of overseers from several parishes, and requests clarification and guidance on several matters that have arisen in respect of the legislation: these include the failure of some parishes to hold a vestry and elect overseers to represent them; the ambiguity concerning parishes falling between both Dublin city and Dublin county jurisdiction, where differing legislation applies; the source of funds for meeting the practical expenses of carrying out the assessments; concern at the overseers' responsibility to assess the value of homes in the city in order to assess the ability of inhabitants to contribute to the provision; and the difficulty posed for those parishes in raising funds, where a considerable number of households have been declared insolvent. With subsequent annotation on reverse, of opinion of John Sealy Townsend, legal advisor to Chief Secretary's Office, Dublin Castle, 30 June 1823. Also letter from Irwin, French Street, Dublin, to William Gregory, Under Secretary, Dublin Castle, emphasising the urgency of an answer to the queries posed by the overseers, and emphasising that, 'individuals in the respective parishes on the Good faith of being reimbursed have advanced Several Hundred pounds in order to Save those Unfortunate children from perishing in the Streets….', 21 July 1823. |
