Letter from John Lindsey, Sackville [O'Connell] Street, Dublin, chairman of the commissioners for relief of trade, to William Gregory, Under Secretary, Dublin Castle, concerning application of Messrs Riall of Clonmel, County Tipperary, bankers, for loan of £30,000 from the commissioners, and requesting to know the Irish government's opinion on the matter, 30 June 1823. Also letter from John Galloway, board room, Sackville Street, secretary to the commissioners, to Chief Secretary's Office, Dublin Castle, detailing the 20 year repayment schedule on the loan to Messrs Riall. Notes that it is not the intention of Messrs Riall 'to recommence the Banking business until they shall have repaid the loan even should they subsequently think of doing so', 3 July 1823; with subsequent annotation on reverse, of opinion of John Sealy Townsend, KC and legal advisor to Chief Secretary's Office, Dublin Castle, 5 July 1823, with approval by Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, 7 July 1823.

Statement of general account of expenditure and revenues of the Grand Canal Company for 6 months ending 28 February 1823, 'Together with the Amount of Interest on Loan which became due and payable within said half year'. Provides itemised list of company expenditure, including repair of passage boats, salaries, and repairs to locks and sections of the canal; company revenue includes tolls, turnpikes, rents, and fines. Also provides accounts of the Newtown colliery and the farm at Clonbrock. Account signed by Edward Geoghegan, bookkeeper of Grand Canal Company, and witnessed by Edmond Nugent, magistrate of Dublin city, 21 April 1823. Also letter from Daniel Corneille, John Armit, and Henry R Paine, Navigation Office, Dublin, directors general of inland navigation, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, returning the account, sent for their inspection, and reporting their observations on it; states that, 'the Revenue derived, both from the Canal and Colliery, is considerably less than the Income received in the preceding Half Year', 13 June 1823.

TITLE:

Letter from J Hore, offering suggestions on enclosure of common lands and religious antipathies in north of Ireland

SCOPE & CONTENT:

Letter from J Hore, to [Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle], concerning the bill brought before parliament by Mr Martin [probably Richard Martin, MP for County Galway], for reclaiming waste lands. Observes that it is 'too complicated', and offers his own proposal, involving government taking control of all common lands, dividing it into plots of 5 to 10 acres, and offering perpetual leases 'at a low rent'. Emphasises the benefits of the scheme, including breaking up the bandittis who currently reside on them. Also details his suggestions for government purchase of bogs, to be leased in a similar way, and comments on the desirability of extending the civil police force to the north of Ireland; observes that the 'Presbyterian & dissenter IE [sic] Orangeman and the Catholic or Ribbondmen [sic] by their dissentions are driving the well disposed member of the Established Church out of the Country'. Describes the 'Orangemen or Presbyterians' as 'avowed enemies of Episcopacy & church Government and in politicks [sic]...rank Republicans…', 23 June 1823. Also letter from Harstonge Robinson, a commissioner of crown lands, to Chief Secretary's Office, Dublin Castle, responding, as requested, with his opinion on Hore's proposal regarding common land, and stating that the scheme is 'vague and undigested'. Warns that it would take a substantial length of time to implement, thus not likely to bring any immediate relief to the unemployed peasantry, 27 June 1823.
