Petition of the parishioners of St. Nicholas, Cork city, concerning appointment of rector

SCOPE & CONTENT:

Letter from William Henry Moore Hodder, Cork, County Cork, to William Gregory, Under Secretary, Dublin Castle, 16 August 1823, enclosing a petition from the principal protestant inhabitants of parish of St Nicholas, Cork city, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, praising the work and character of Reverend Edmund Stevelly, their curate for the past 4 years, and expressing hopes that he will be appointed to the vacant church living [as rector]. Petition signed by 100 inhabitants. Hodder also encloses a separate note to Gregory, marked private, explaining the reason for his involvement in the matter, August 1823; this contains a subsequent annotation by Wellesley, stating that the request 'cannot be granted'. Also letter from Thomas St. Lawrence, Church of Ireland Bishop of Cork and Ross, Bishop's Palace, Cork, to Henry Goulburn, Chief Secretary, Dublin Castle, concerning the appointment of Reverend Theophilus Hodder to the church living of St. Nicholas, 2 October 1823. TITLE:

Petition of Mary Moran, crown witness, requesting government assistance

SCOPE & CONTENT:

Petition of Mary Moran, Ballina, County Mayo, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, emphasising her distress, and stating that her husband is held in Cork jail, awaiting transportation for 7 years. Also refers to information she provided to secure the prosecution of 2 individuals at Roscommon assizes, who were involved in the production of counterfeit coinage. States that she was, '…offered at and before said assizes considerable sums of money to absent herself from said trial which your poor petitioner resolutely refused and did adhere steadfastly to her information'. Moran also refers to threats to her life since the convictions. Requests government assistance, and also clemency towards her husband [August 1823]; with subsequent pencil annotation on reverse of petition, by William Gregory, Under Secretary, Dublin Castle. TITLE:

Letter from Thomas Hart, concerning furniture in government offices in Dublin, specially supplied for royal visit [in 1821]

SCOPE & CONTENT:

Copy letter from Thomas Hart, acting on behalf of the Lord Chamberlain, to William Gregory, Under Secretary, Dublin Castle, concerning the Lord Chamberlain's instruction to collect all furniture from government apartments and offices, that was specially supplied for the King's visit to Ireland [in 1821], in order that it can be auctioned. Hart states, however, that Sir George Hill, Vice Treasurer of Ireland, and Sir William Betham, Ulster King of Arms, have both refused to comply, 24 July 1823; letter contains subsequent annotation in hand of Henry Goulburn, Chief Secretary, stating his instruction on the matter. Also copy of letter from Chief Secretary's Office, Dublin Castle, to Betham, ordering him to deliver up the items in question, August 1823. Also copy of letter of reply from Betham, Office of Arms, Westland Row, Dublin, to CSO, explaining the inconvenience he endured during the royal visit, and defending his right to keep possession of the additional items of furniture in the Office of Arms, 25 August 1823.

SCOPE & CONTENT:

Letter from Edward McMullin, Sligo, County Sligo, purporting to be MP for Sligo borough, a head magistrate, and high sheriff of County Sligo [he was in fact none of these], to 'the Castle of Dublin', requesting pay owed to him. Notes that 'I am the gentleman the [sic] thought to make King over all Ireland against my wish and principles', July 1823. Also letter from McMullin to The Castle of Dublin', requesting that a military force be sent to Sligo; referring to his being heir to the town and county Sligo estate; and his stance against the rebels, September 1823; subsequent annotation by CSO official states, 'Mad'.

Copy of police report concerning attempted theft of public records, Dublin

SCOPE & CONTENT:

Letter from Alderman Frederick Darley and John C Graves, police magistrates, head office of police, Dublin, to William Gregory, Under Secretary, Dublin Castle, 25 August 1823, concerning an investigation of fraud practiced by 'certain individuals employed in the Law Courts, of embezzling and selling the parchment records and deeds connected with the several offices'. Encloses a copy of the report from the magistrates of the 4th division of Dublin police, concerning events that took place on 16, 18, and 19 August 1823, 'relative to the stealing and sale of various Records, and other Documents of importance, belonging to His Majesty's Courts of King's Bench, Common Pleas, Equity, and Law Exchequer in Ireland, - which had it not been put a stop to, might have been attended with the most serious consequences to the Country...'. Report praises the conduct of Michael Cannon and John Roe, peace officers of the 4th division in discovering the crime, and details the circumstances of their discovery. Refers to 2 women involved now held in police custody: Bridget Dunne and Judith Ferall, who had access to the court offices during their cleaning, and who stole documents to sell as waste parchment. Includes information provided by several witnesses, including James Fitzgerald, Back Lane, Dublin, book binder, one of those who bought the parchment in question from the women. Report originally signed by Frederick Pemberton, chief clerk of 4th division of Dublin police [25 August 1823].

Emphasises that the legislation require that, 'all Letters franked by him be Dated and also that the entire superscription be in his own handwriting'. Urges that this be adhered to, '…otherwise his franks must be charged postage…'; with subsequent pencil annotations on the reverse, by Gregory, and by Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant.

Refers to being confined in jail for a robbery, despite his turning King's evidence in the case, on the grounds that his oath was not acceptable as he is a former deserter. Newspaper extract from 'Dublin Morning Post' complaining at financial management of Dublin city corporation

SCOPE & CONTENT:

Letter from John Bourke Fitzsimons, Sandymount, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, 26 August 1823, enclosing a newspaper extract from the 'Dublin Morning Post', highlighting a letter to the editor on the subject of Dublin city corporation, by Fitzsimons, and dated 22 August 1823. The letter concerns the accounts and financial management of the corporation, emphasising that no officer employed by it, has been paid; highlights in particular the case of Sir Jonas Green, recorder of Dublin city, who has yet to receive any salary despite his 'unwearied exertions' in the role. Complains at the conduct of the corporation's treasurer, who, '…laughing at the Commissioners of Public Accounts, still continues to retain his majorities at the Board of Aldermen, and to lord it over the Corporation as he pleases'. Fitzsimons also complains at the renewal of the metal main tax imposed on the city's inhabitants.

Also 2 further letters from Trevor, Cove, to Gregory, elaborating on his suspicions: these concern an application from Thomas Croke, Roman Catholic priest to the convict hulk, to permit a priest onboard the ship who was, 'the Brother of a Convict named O'Halloran from Limerick', 22; 25 August 1823.
