Statement of account of the fund of 1822 vested in the commissioners of Irish fisheries under the 66th section of the act 59. Geo III. chapter 109, detailing how the funds were expended. Expenses include purchase of fishing tackle; repair of fishing boats at Dingle, County Kerry, damaged by storm; and machinery used in construction of piers at Duras [Durrus], County Cork, and Clifden, County Galway. SCOPE & CONTENT:

Letter from John Lapp Judkin, court house, Clonmel, County Tipperary, secretary to County Tipperary grand jury, to William Gregory, Under Secretary, Dublin Castle, 29 July 1823, concerning the several barony constables recommended by the grand jury to receive a government pension, and requesting an answer on their case as quickly as possible. Encloses a letter from Francis Aldborough Prittie, MP for County Tipperary and foreman of the County Tipperary grand jury at summer assizes 1823, to [Chief Secretary's Office, Dublin Castle], enclosing a return of the names of the 13 constables recommended for superannuation, accompanied by certificates for several of the men [none present]. Also note by John Sealy Townsend, KC and legal advisor to Chief Secretary's Office, stating his opinion on the matter, and noting that, 'There cannot be a more disagreeable office than the examination of the cases of these poor constables, I make no doubt that a pension given to any one of them would be well bestowed, but this is not left to my judgement…..', 6 August 1823.

Minutes of examination of soldiers of 63rd regiment, concerning their alleged involvement in illegal associations

SCOPE & CONTENT:

Letter from Alderman Frederick Darley, John C Graves, and Major Henry Charles Sirr, police magistrates, head office of police, Dublin, to William Gregory, Under Secretary, Dublin Castle, 1 August 1823, enclosing notes taken by Graves, during the examination of several soldiers from the 63rd regiment, by Colonel Edward Burke and Major Leake of the 63rd regiment, at Royal Barracks, 30 July 1823. Inquiry conducted to investigate the alleged involvement of members of the regiment in illegal associations. Soldiers questioned include John Barton, private; John McDonald, private; Owen Guinon, private; Michael McDonald, private; and Sergeant Neary. The police magistrates conclude that although 2 of the men, Barton and McDonald, originally from King's County [County Offaly], 'appear to have been criminally implicated in any illegal association', there is insufficient evidence for a public trial. They also refer to other members of the regiment who visited public houses 'known to be frequented by Ribbonmen'. With subsequent annotation on reverse of letter, by Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, and initialled by Henry Joy, Solicitor General, and William Conyngham Plunket, Attorney General.

SCOPE & CONTENT:

File of papers relating to presentments from County Limerick grand jury for improvements to the mail coach road between Limerick and Tarbert, County Kerry, via Askeaton, County Limerick, encompassing the County Limerick baronies of Connello Lower, Kenry, and Pubblebrien. File includes letter from Stephen Edward Rice, Mount Trenchard, Shanagolden, County Limerick, to Chief Secretary's Office, Dublin Castle, 4 August 1823, enclosing petition of the grand jury of County Limerick, assembled at summer assizes 1823, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, expressing their approval of surveys carried out by Richard Griffith, engineer, respecting the construction of new lines of road on the mail coach road between Limerick to Tralee, County Kerry. Reports that they have, therefore, granted a presentment for part of the work. Requests money from the fund for public works, for the remainder of the sum required, and also requests a loan from the consolidated fund, to cover the sum to be raised by presentment, emphasising the burden already placed on the county by the recent disturbances and by the agricultural depression; signed by George William Massy, grand jury foreman; also encloses copies of the 2 presentments referred to. File also includes note by John Sealy Townsend, KC and legal advisor to the Chief Secretary's Office, stating, as requested, his opinion on the legality of the presentments, and expressing his reservations on the matter, 8 August 1823. Also includes letter from Rice, [Dublin], to William Gregory, Under Secretary, Dublin Castle, concerning Townsend's objections to the presentments submitted to government; explains a confusion which arose in making copies of the presentments, 11 March 1824; encloses a copy of one of the presentments, signed by Daniel Barrington, clerk of the crown for County Limerick; this has subsequently been annotated by Townsend, who notes that the new presentment has, 'the same fault as the former - with the addition of being the most incorrect copy', 12 March 1824. File also includes letter from Rice, Limerick, to Gregory, 12 March 1824, enclosing copies of the 3 presentments, originally signed by Massy and Griffith, and certified as correct by Barrington, clerk of the crown, 19 September 1823; these contain a subsequent lengthy annotation in response by Townsend, who remarks, 'It is quite shocking to see how public business is done in this country..', admonishing the fact that the presentments, though dated September 1823, only now reach the Chief Secretary's Office, 13 March 1824.
