File of papers relating to application of shipwrights of Dublin for government relief. Includes petition of the working shipwrights of Dublin city, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, emphasising the extent of the distress from lack of regular employment. In particular notes the impact of the transfer of the repair of Irish revenue river cruisers to England, which had previously sustained much work for shipwrights in Dublin. Requests the restoration of their former employment in the repair of revenue vessels; petition signed by Henry King, Thomas Hozer, and Samuel Egdon, stewards of the 'Society of working Shipwrights of Dublin', 88 Sir John Rogerson's Quay, Dublin, June 1823. Petition certified by 10 individuals, confirming the truth of the petition, including master shipwrights, rope manufacturers, anchor smiths, and the dock master to the Grand Canal at Ringsend. File also includes letter from Captain Charles Malcolm, onboard the royal yacht 'Mary and William', at Kingstown [Dunleary; Dún Laoghaire], County Dublin, to Wellesley, reporting as requested, on his inquiry into the case of the shipwrights. Reports that the various reasons for their distress including the decline of mercantile shipping; the removal of the repairs of revenue cruisers from Dublin; practices of the master shipwrights in employing only apprentices; and the employment of men from Deal, England, in building boats for the preventive water guard. Also details his recommendations for alleviating the current situation, including his suggestion that the shipwrights are encouraged to move to the north western and western coasts in employment generated by the Irish fisheries, 17 July 1823. Malcolm also encloses a letter from Mr Labertouche, to Captain James Montgomery, Great Charles Street, Mountjoy Square, Dublin, responding, as requested, on the subject of wages paid to ship carpenters in England and Wales, 15 July 1823. |

Letter from Arthur French St. George, Oranmore, Tyrone, County Galway, magistrate, to William Gregory, Under Secretary, Dublin Castle, 21 July 1823, recommending the case of Mrs Lynch, the widow of 'an Eminent Solicitor', and enclosing her petition to government [petition not present]. Also refers to the subject of his former application to be appointed a trustee of the Linen Board; emphasises the extent of his property in Connemara, 'most peculiarly adapted to the growth and manufacture of Flax', and encloses [copy of] letter from Robert William Potter, Tuam, County Galway, inspector of linen for County Galway, to St. George, detailing 'the loss the industrious poor of Connemara sustains for want of not having their yarn regulated for the Dublin Market, as the purchase of the article at the Galway Fairs, is left to a few manufacturers from Cork & Limerick who give no more than a certain price fixed by themselves'; Potter urges St. George to ensure that his tenants yarn is regulated, 5 July 1823. St. George's letter also refers to petitions presented by the grand jury of County Galway, to the Lord Lieutenant, requesting funds for public works schemes, including the repair and alteration of the road from Galway to Kinvarra, County Galway. St. George refers to his communications with Alexander Nimmo, civil engineer on the subject, and in particular Nimmo's refusal of St. George's offer to carry out the work. St. George encloses [copy of] a letter received from Nimmo, Carrick on Shannon, County Leitrim, stating that he cannot accept St. George's offer to carry out work on the road, as Nimmo must pay the labourers directly, 13 July 1823. St. George emphasises the fairness of his offer, and urges that he it be accepted. Also letter from Nimmo, Carrick on Shannon, to Gregory, referring to matter of the Kinvarra road, and St. George's offer to carry out the work. Nimmo refers to the reasons against such an arrangement, noting that whilst the work would be satisfactory, 'It would only be by taking advantage of it to employ his own tenantry - and allow the amount to them as rent which I should consider as frustrating the intentions of the Gov[ernmen]t', 13 July 1823. |
