File of papers relating to arrangements for settlers sailing from Cork to the Cape of Good Hope, South Africa. Includes letter from George Maule, Lincoln's Inn, London, solicitor to the Treasury, London, to William Gregory, Under Secretary, Dublin Castle, enclosing a bond to be forwarded to John Ingram, 'who is now at Cork employed in engaging settlers to accompany him to the Cape of Good Hope', 22 July 1823 [Lincoln's letter contains various pencil annotations]. Also includes letter from Henry Bagnell, Mansion House, Cork, mayor of Cork city, to [Gregory], acknowledging receipt of bond to be executed by Ingram, and expressing concern in respect of the wording of the bond in relation to the embarkation of the 350 settlers, [29 July 1823]. Also includes letter from Ingram, Cork, to Gregory, concerning his request for drawback [a refund of duty paid on goods] on the several articles for 'the wretched creatures embarking with me'; Ingram complains of the delay, noting that '….in England every facility was given to promote emigration from this Country, while on the contrary I have found several obstacles at this side of the Water', 16 August 1823.

They refute charges of negligence by the local police, reporting that 'there is no insurrectionary spirit' in the area, and recommend only an increase in police numbers, rather than the stationing of a military party, 19 July 1823.

Letter from Reverend John Wright, Killeevan glebe, Clones, County Monaghan, Church of Ireland rector of parish of Killeevan, to Chief Secretary's Office, Dublin Castle, highlighting the distress of the '...working poor of this parish', chiefly employed as linen weavers. In particular emphasies the reduced income of females employed in spinning, 'on account of the price of Flax being disproportionately beyond the price of yarn'. Refers to the exertions of local ladies to form an association for the relief of the female poor, and requests government assistance towards their efforts, 7 June 1823. Also letter from William Gregory, Under Secretary, Dublin Castle to Thomas Popham Luscombe, deputy commissary general, requesting his opinion on the matter 17 June 1823.
