Includes copy of letter from Dr Edward Trevor, Dublin, superintendent and medical inspector of convicts, concerning his arrangements for appointments to the various posts, 19 June 1823, and in turn enclosing copies of Trevor's communications with Charles Mongan Warburton, Church of Ireland Bishop of Cloyne, and with Dr John Murphy, Catholic Bishop of Cork concerning each chaplaincy, 15 May-19 June 1823. File of papers relating to finances of the Cork city public coal yards, and the financial claims of its director, Charles Evanson junior. Includes statement of annual accounts of the public coal yards in Cork, from 6 January 1822- 5 January 1823, produced by Evanson, with detailed opinion of the commissioners of public accounts annexed below, concerning Evanson's conduct in the disposal of the yards' stocks of coal, and including a copy of a letter from Evanson to the commissioners, concerning the balance of funds in Evanson's possession following the sales of coal, originally dated 8 April 1823. The report is signed by Donough O'Brien, secretary to the commissioners of public accounts, and signed and sealed by Maurice Cane, Hans Blackwood, and John Mahon, commissioners, 4 June 1823; with subsequent annotation on the reverse of account and report, of opinion of John Sealy Townsend, KC and legal advisor to Chief Secretary's Office, 7 June 1823. File also includes letter from Evanson, Cork, County Cork, to Sir Nicholas [probably Sir Nicholas Colthurst, MP for Cork city], 17 June 1823, requesting his assistance in recommending Evanson's claims; encloses statement of account of rents and salaries still owed to Evanson for the period from December 1822 to 1 June 1823, when the yards were abolished; annexed below the account is a petition from Evanson to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, complaining of the hardship he has endured as a result of the unforeseen closure of the yards; requests government compensation, 17 June 1823. File of papers relating to problems concerning the misappropriation of rooms in the upper floor of the King's Inns allocated as storage for public records from the Vice Treasurer's Office. Includes letter from Lieutenant Colonel William Blacker, Treasury, Dublin Castle, deputy Vice Treasurer, to William Gregory, Under Secretary, Dublin Castle, 4 July 1823, enclosing copy of letter from Henry Harding, Vice Treasurer's Office, clerk of the records, to Blacker, expressing concern at arrangements for storage and accessibility of public records. In particular, complains that the rooms allocated for storage of records are already in use, or being prepared to be in use, for completely different purposes, such as an office for the law courts' taxing officers. Emphasises that, as a result, the safety of the records is threatened, highlighting a situation of records left in the dome of the Four Courts to become damp, or transferred to alternative locations, thus physically 'separating the Records of the Office by throwing them into several Repositories…'; 'what is the difference between letting the Records in the Dome perish from Damp and Dust, and sending them to a place where information cannot be obtained….if confined to a solitary room in the Kings Inns'. Harding also emphasises the importance of the records, 'in as much as they are connected with the property of ¾ of the Kingdom'. Urges intervention to ensure that rooms allotted to the records are not put to other uses, originally dated 13 June 1823. Also includes further letter from Blacker to Henry Goulburn, Chief Secretary, Dublin Castle, urging government intervention before the public records suffer material damage, 3 September 1823; encloses further letter from Harding to Blacker, emphasising his concerns at the current storage conditions of the records left under the dome of the Four Courts building, and noting the 'destructive' effects of extreme cold, damp, and 'foul Air' causing, for instance, dry rot amongst the books. Complains that the upper storey of the Kings Inns set aside for records' storage has instead been fitted up and converted into various offices, 28 August 1823. |
