Refers to the problem of 'the Want of timely decision of the cases of Convicts to be embarked'. Trevor emphasises need for decisions on transportation to be 'made immediately after conviction', and of the benefits of using the convict hulk at Cove, and the similar hulk proposed for Dunleary [Kingstown; Dún Laoghaire] harbour, County Dublin. |
