Letter from Captain Thomas Monck Mason and Lieutenant Edward Handfield, Royal Navy, 15 Upper Sackville [O'Connell] Street, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, concerning the establishment of the 'Port of Dublin Society for promoting the religious instructions of Seamen', 'formed to promote the religious and moral improvement of the Seamen frequenting the Port of Dublin'. Details their progress in purchasing a ship, to be fitted out as a chapel. Requests that Goulburn's name be added to the list of the society's vice presidents, 8 October 1822. Encloses copy of the society's rules regulations, with a list of its vice presidents, directors, secretaries, and treasurers. SCOPE & CONTENT:

File of papers relating to requests for government loan of money for construction of a new stone bridge over the River Blackwater at Cappoquin, County Waterford. File contains letters from Colonel Richard Keane, a magistrate of County Waterford, requesting government funds to build the bridge; copies of letters of reply from Charles Grant, Chief Secretary, and later Henry Goulburn, Chief Secretary; and letter from Alexander Nimmo and John Killaly, civil engineers overseeing public works, concerning the proposals. Also includes letter from Keane, Belmont, Cappoquin, to Charles Grant, Chief Secretary, Dublin Castle, emphasising the dangerous state of the present wooden bridge, and the need to replace it with a permanent structure, 20 September 1821. Encloses detailed specification and estimate for the proposed bridge, compiled by Thomas Kearney, engineer, and accompanied by an ink map with colour washes, showing the plan and elevation of the bridge, with cross sections of various parts; and also an ink map with colour washes, of part of the River Blackwater above and below the proposed site of the intended new bridge at Cappoquin, with the soundings or depths at low water marked in inches; specification and plans for bridge certified by Lord George Thomas Beresford, MP for County Waterford, on behalf of the County Waterford grand jury, summer assizes 1821. Also includes letter from Beresford, Curraghmore, Portlaw, County Waterford, to Chief Secretary's Office, Dublin Castle, concerning Keane's application on behalf of the county's grand jury, and referring to various promises made by Keane, in respect of securing government money for the work, 30 November 1821. Also letter from Sir William Homan, Dromana, Lismore, County Waterford, magistrate, to William Gregory, Under Secretary, Dublin Castle, requesting an answer from government, on the subject of the bridge, 14 July 1823; pencil annotation on reverse by Gregory refers to 'much difference of opinion in the County on the subject'.

File of papers relating to case of Isaac Dejoncourt, former president of the inland office of the Irish Post Office, and his application for superannuation. Includes letter from Dejoncourt, Marlborough Street, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, requesting a meeting with Goulburn, and defending himself from representations made by the Postmasters General, that, he is 'Incapable of the Duties of the Office from which I was directed to withdraw myself', 28 January 1823. Also includes copies of 7 letters sent to Dejoncourt, in praise of his work and conduct, 3 March 1792-25 October 1819. from several noblemen, including William Downes, Lord Chief Justice of Ireland, and a copy of minutes of the Post Masters General, referring to Dejoncourt's good conduct as president, 5 February 1814.

File of papers relating to proposals of James Lalor, of Thurles, County Tipperary, for the drainage of Irish bogs, and his repeated applications requesting government support to demonstrate his scheme. Includes letter from Lalor, 94 Stephen's Green South, Dublin, to Charles Grant, Chief Secretary, Dublin Castle, 12 August 1821, enclosing his printed petition to Earl Talbot, Lord Lieutenant, Dublin Castle, stating his opinion that 'the various Modes hitherto adopted for Draining and Reclaiming the Bogs of this Country…. Are all radically defective', and requesting an opportunity to demonstrate his own 'Cheap and Simple' scheme, if appointed to drain and improve the bog at Clara, King's County [County Offaly], 8 August 1822. Also includes letter from James Power, Mount Pleasant Crescent, near Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, 21 March 1822, enclosing a petition of proprietors of the bog of Clara, King's County, to Goulburn, in support of Lalor's desire to utilise his scheme for draining and reclaiming bog. Refers to their fears of a recurrence of the eruption of the bog in 1821, and expresses their wish that government appoint Lalor, to ascertain the cause of the bog's movement, and to find a remedy. Petition signed by Ambrose Cox, Thomas S Clibborn, and John Kelly, each authorising Lalor to work on the bog on their respective land, Clara, February 1822. Also letter from Lalor to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, 23 May 1822, enclosing a copy of his printed petition, originally submitted to the previous Dublin Castle administration.

SCOPE & CONTENT:

Letter from Henry Townsend, Irish Fishery Office, Dublin, secretary to the commissioners of fisheries, to Henry Goulburn, Chief Secretary, Dublin Castle, reporting, as requested, the opinion of the commissioners on the claims of John Hope of Waterpark [Hope's original letter not present]. Includes extracts of report of Alexander Nimmo, engineer to the board of fisheries, dated 3 December 1822, stating that Hope's claim for remuneration, for loss of seaweed, because of the construction of a pier, 'must be imaginary'. Nimmo also challenges Hope's claim of property rights noting that, 'unless specifically granted, all land below high water mark is the property of the Crown'.

File of returns of abstracts of bills of costs and counsel's fees, from Ireland's crown solicitors for the years 1821 and 1822. Includes letter from Richard Whaley, 47 Grafton Street, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, 1 November 1822, enclosing a draft sketch of a statement of expense of the clerks of the crown for the counties, cities, and towns in Ireland, with the proposed saving in their department, and a statement of the expenses incurred in consequence of prosecutions ordered to the crown and other solicitors, including the expense of counsel for preparing indictments. Whaley explains the reason for his request for further information from Dublin Castle, 'to enable me to submit the statement in a more authentic form'. Annotation on reverse of letter, by Goulburn, instructing his office to 'Apply for abstracts of the Crown Solicitors Bills for the several circuits last year in Ireland, showing how much has been paid in each circuit for Bills of Costs & how much for counsels fees'. File contains the replies received from each crown solicitor in response to the CSO's request: includes abstracts submitted from David Gordon and Robert Hamilton, crown solicitors for north east circuit; Piers Geale, for home circuit; Edward S Hickman, for Connaught circuit; Thomas and William Kemmis, for Dublin and Leinster circuit; and Mathew Barrington, for the Munster circuit, 9 November 1822-8 January 1823.
