Discusses the distress of the inhabitants of his district, 3 June 1822. Enclosed letter from Bantry to Goulburn, emphasises the necessity of the construction of a pier near Bantry, to prevent the loss of boats used by the Irish fishery establishment, and also to provide employment to the people of the district, 'who are in great misery & want', 3 June 1822.

Letter from Henry Boyle, 3rd earl of Shannon, Castle Martyr, County Cork, 6 July 1822, enclosing, and stating his support for, the petition of fishermen of Ballycotton, County Cork, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, emphasising the exposed situation of the bay of Ballycotton, and the resultant difficulties faced by its fishermen, especially in the winter months. Requests grant of money to construct a pier, to provide safe shelter in the bay. Petition includes the names of 74 fishermen in Ballycotton, 29 fishermen on the bay beyond Ballycotton, and 28 fishermen on the coast between Poor Head and Ballycotton. Petition signed by 27 nobility, gentry, clergy, and magistrates, in support of the fishermen's request.

Includes petition of the grand jury of Cork city at spring assizes 1822, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, concerning the progress of work to construct a new jail in the city, and requesting a grant of money to complete it; emphasises reasons why this additional sum cannot be raised by grand jury presentment. Petition signed by 23 members of the grand jury, including its foreman, Christopher Hely Hutchinson [April 1822]. Letter from Sir Nicholas Conway Colthurst, Lucan, County Dublin, MP for Cork city, to William Gregory, Under Secretary, Dublin Castle, 28 July 1822, enclosing petition of the commissioners for wide streets in city of Cork, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, concerning a request received from the committee for the relief of the poor in Cork, concerning their recommendation of a public works scheme, for opening a quay between St. Patrick's and the North Bridge. Emphasises the benefits of the work in opening up communications, and in providing employment to the poor. Petition states that whilst the commissioners fully concur with the benefit of the proposal, they do not have the funds to carry out the work. Requests, therefore, a grant of money from government. Petition signed by 10 commissioners, Cork, 25 July 1822. Requests funds to assist them in their plans to construct a pier at the entrance to Clonakilty harbour, and a quay at Carrogronemore [Curraghgrane More] point, connected to Clonakilty by a new road, 15 July 1822. Also letter from merchants, traders and other inhabitants of Clonakilty, to Chief Secretary's Office, Dublin Castle, concerning the problems raised [by Dublin Castle], in respect to the request for funds to construct a quay on Curraghgrane More, the land in question being church property.
