Encloses letter from Major Richard Hornidge, Tulfarris, near Blessington, magistrate, to Downshire, requesting him to ask Dublin Castle for a military party to be stationed at Blessington, as has occurred in Dunlavin, County Wicklow. Horridge hopes that it will 'prevent that system of Terror..', by which 'peaceable inhabitants' have been forced to swear unlawful oaths, 8 March 1821.
