Expresses concern at the fate of the poor who he employs in the factories, should the production cease. Suggests, therefore, that he is willing to submit to any government regulations 'to prevent gunpowder from falling into improper hands...', 22 December 1821. Also encloses one of the printed ballads, entitled 'The Reformer'.
