Report of Thomas Lefroy, First Sergeant, and John Sealy Townsend, KC, respecting charges made against Major Samson Carter, chief police magistrate of County Donegal, by Daniel Logie, local inspector general of board of excise, prepared on the orders of Earl Talbot, Lord Lieutenant, Dublin Castle, and addressed to Charles Grant, Chief Secretary, Dublin Castle. Lefroy and Townsend deal with each charge in turn, concluding that Carter is innocent of all charges made against him.

SCOPE & CONTENT:

Letter from William Cuffe, sub sheriff of King's County [County Offaly], and magistrate, to William Gregory, Under Secretary, Dublin Castle, renewing his request for the assistance of Major Thomas Powell's police force in collecting green wax processes in the county, 5 October 1821. Encloses copy of printed notice from Major Powell, chief police magistrate in King's County, emphasising his jurisdiction in all matters of law and order in the county [October 1821]. Cuffe encloses this as evidence that Powell's police force, 'now discharges the duty heretofore done by the Baronial Constables..'. Annotation on reverse, of opinion of John Sealy Townsend, KC and legal advisor to the Chief Secretary's Office, 17 October 1821.

File of papers concerning outrages perpetrated against the property of the Royal Canal, including attacks on boats and their cargo, and in particular, 'the most determined Systematic Combination for the destruction of Property that ever existed'. Includes letter from Samuel Draper, Royal Canal House, Dublin, secretary to Royal Canal Company, to Charles Grant, Chief Secretary, Dublin Castle, urging government's assistance to prevent such attacks and complaining of the combination between boatmen and local inhabitants in the counties through which the canal passes through: 'a system of Terror prevails along the entire of the Navigation; If a Trader dares to dismiss a man from his service his Property is consigned to destruction', 25 October 1821. Also includes letter from Christopher Dillon, Athlone, County Westmeath, to Grant, reiterating the problem posed by the combination of boatmen, 'threatening the destruction of the Trade of the Canal..'., 14 November 1821.

Includes Church's work in reporting on outrages and disturbances in the country; in distributing sums of government money to those whose property is attacked because of their 'loyalty' or their resistance to the disturbances, or as rewards for those providing information to government concerning perpetrators of outrages; and for his services in arranging the printing and circulation of various government notices. Includes letter from Church to Henry Goulburn, Chief Secretary, Dublin Castle, in praise of the cooperation he has received from the local parish priests, and their 'endeavours to maintain peace and good order, 3 October 1822, and enclosing several bills detailing payments made by Church to John Busteed, of Tralee, County Kerry, and Pierce Chute, printer, for the printing of various notices and advertisements in newspapers, on behalf of the government, 19 September 1821-February 1822.
