Includes letter from Carter, Grouse Hall, Carndonagh, County Donegal, to William Gregory, Under Secretary, Dublin Castle, concerning arrangements for prevention of smuggling; the role of the board of excise; and the need to patrol Rathlin Island, County Antrim, 12 March 1821. Also includes letter from Carter, McVille, Marino, Dublin, to Charles Grant, Chief Secretary, Dublin Castle, reporting the capture of a large smuggler ship on north east coast of Inishowen, County Donegal. Reports that tenants on his Newcastle estate were warned not to pay their rent, and emphasises the continuing unrest between the tenants on Lord Courtenay's estate, and Courtenay's land agent, Alexander Hoskins, 1 November 1821. Encloses 2 threatening letters received by Carte in July 1821, one signed, 'Captain Right', and one signed 'Captain Steelboys', both demanding firearms from Carte.

Letter from Reverend Joseph Rogerson Cotter, Lohart Castle, County Cork, Church of Ireland rector of Castlemagner, Mallow, County Cork, to Charles Grant, Chief Secretary, Dublin Castle, concerning disturbed state of the county. Reports the appearance of a threatening notice from 'Captain Rock' warning of the consequences of demanding payment of rents and tithes. States that having removed the notice, he was informed that his life was 'marked out for destruction', and describes how he moved his family from his glebe house to Lohart Castle, for their safety. Emphasises the nightly raids on homes to obtain firearms. Urges that government send a military force to the area.
